Terms of Reference: Media Program Manager

Duties: Working with and under the advice and direction of Program Coordinator, the Media Program Manger will be responsible for  projects management of Equal Access Nepal from field office. The Media Program Manager will be stationed at the Equal Access office in Nepalgunj and will be expected to work in association with other Equal Access staff members. As an Equal Access staff member, the Media Program Manager will be responsible for and expected to abide by the Human Resource and Financial policies and procedures of the organization. The Media Program Manager will be expected to complete specific deliverables during the period of the contract in addition to being responsive to ad hoc issues that may arise. The specific duties and tasks of the Media Program Manager include:  

  • Managing Equal Access's projects in terms of supervising the human resources, quality control and budget management.
  • Support Program Coordinator to manage the project and mentor Program Officer & other staffs to implement the day to day activities under SAJHEDARI BIKASH  project.
  • Supervise the production of radio program by partners station in project districts and ensure the quality accordance with project goal & objectives
  • Supervise & support projects Outreach, Monitoring & Evaluation team that facilitative listeners club sessions are well organized in the project districts & local voices for radio program is collected and ensure the quality of CRs works.
  • Manage additional, similar project as per the need and time permitting, in future.
  • Liaison with the respective donors and prepare progress reports (quarterly and annually) of the involved projects.
  • Identify possible expansion opportunities/ areas and creating linkages in the existing national and international projects in the region. 
  • Conduct trainings on behalf of EA Nepal on various areas like radio program production and on specific technical issues and as per the need.
  •  Provide episode production and broadcast summary of radio programs to donors and finance section of EAN and take responsibility to authorize the payment request of FM stations broadcasting these radio programs and partner organizations of the project you involved.
  •  Support to any organizational development or programming issues that may arise as a result of the organization's process or any other matter, that may requires this position's support.
  • Submit mothly & quarterly progress report and report to the Program Coordinator of Equal Access Nepal.   

 

Qualification, skills and experience required:

The Media Program Manager shall have the following qualifications and skills:

  • Candidate must have a master's degree in the relevant field or bachelor's degree with at least 4 or 5 years of experience in related discipline. 
  • Excellent communication and negotiation skills, presentation skills, planning, leadership skills and budget skills, ability to work according to planned budgets, to redesign projects budgets will be essential.
  • Good understanding of issues related to social development issues particularly gender and women issues, health and HIV & AIDS, democracy and governance, conflict management and reconciliation and other cross cutting issues like youth, education, empowerment etcProven leadership skills and ability to manage a team with various backgrounds, ability, strengths and weaknesses.
  • Excellent knowledge of computer skills.
  • Good knowledge of written and spoken English and Nepali is a requirement.

Terms of Reference: Outreach Program Manager

Responsibility

Working with and under the advice and direction Program Coordinator, the Outreach Program Manager will be responsible to supervise overall outreach activities of SAJHEDARI BIKASH project of  Equal Access Nepal. The Outreach Program Manager will be stationed at the Equal Access's field office in Nepalgunj and will be expected to work in association with other Equal Access staff members. As an Equal Access staff member, the Outreach Program Manager will be responsible for and expected to abide by the Human Resource and Financial policies and procedures of the organization. The Outreach Program Manager will be expected to complete specific deliverables during the period of the contract in addition to being responsive to ad hoc issues that may arise. The specific duties and tasks of the Outreach Program Managerinclude:

 

  • Establish good relationships and liaison with the project partners and other involved organizations for ensuring for effective implementation of all outreach related activities
  • Identify possible expansion opportunities/ areas and creating linkages in the existing partnerships and the other organizations.
  • Work with the trainers and in finalizing training curriculum, contents and manual of trainings for Community Reporter, FM producer, Community Researcher & listners' club facilitator
  • Build an effective mechanism for regular coordination with regional outreach team to monitor radio program broadcasts of Equal Access. 
  • Ensure timely and effective implementation of outreach activities by mobilizing the  outreach team.
  • Prepare 'Terms of Reference' for various small grants to be provided to the listeners groups and other groups as per the need of the EAN projects and support Media Program Manager  for the free and fair selection of small grant recipients.
  • Manage additional project activities related to outreach, as per the need and time permitting, in future.
  • Visit outreach sites of project  as per the need.
  • Support to any organizational development or programming issues that may arise as a result of the organization's process or any other matter, that may requires this position's support.
  • Timely document and report the showcasing examples, success stories, project impacts and learning, including preparation and submission of progress reports (quarterly and annually) to Equal Access.
  • Work closely with Equal Access 'Finance and Administration section' to ensure that grant deliverables are met and financial requirements are complied with. 

 

Qualification, skills and experience required:

The Outreach Program Manager shall have the following qualifications, skills and experience: 

  •  Candidate must have a master's degree in the relevant field or bachelor's degree with at least 4 or 5 years of experience in related discipline.

Terms of Reference: Database Associate

Duty Station: Nepalgunj with occasional travel to other parts of regions and the country 

Purpose and Scope of the Position

The Database Associate (DA) reporting to the Nepalganj based Equal Access Nepal’s (EAN) M&E/Outreach Manager & Officer responsible for collecting information from Community Researchers (CRs) and entering the data in the computer database system.  He/she also will be responsible for partially supervising and delegating project research works to the CRs. 

Initially, DA will require working with the EAN Senior IT Officer to prepare necessary computer based database system to enter the information collected by CRs.  This also entails to thoroughly understand the matter and provide on the job training to the two CRs of Banke district to assist in entering the data in computer. 

Responsibilities:

The DA primary responsibility will be to quality control the information and data collected by the CRs. He/she also will be responsible for compiling the information entered in the computer to be sent it to M&E Coordinator for doing necessary analysis and preparing quarterly reports. 

Specific Duties:

1.    Management of Database System: 

  • Assist in developing computer database system with user friendly interface to archive the information and data provided by Community Researchers.
  • Maintain regularly the database system by entering CRs provided information data with or without the support of two Banke based Community Researchers.
  • Develop and maintain other database system as required by the Sajhedari project activities.
  • Regularly update the listener’s clubs database system as soon as information is received from Community Researchers.
  • Support to maintain the operation of EAN’s radio programs’ audience feedback database (letters, email, open SMS message, SMS polls, blog postings).
  • Perform the EAN web sites monitoring works (blog, hits, likes, photos, voice, video clips) thereby creating and maintaining a database system. 

 

 2.    Administer office work:

  • Interact regularly with Community Researchers to ensure that they are constantly creating dialogue on and around Sajhedari Bikash Project activities and EAN radio programs.
  • Supervise the work of Community Researches and update their status and progress to the immediate supervisor and M&E Coordinator.
  • Assist in providing research feedback to EAN content team members and partner FM stations.
  • Be in constant contact with the immediate supervisor to report on-going activities and progress.
  • Supervise and provide support to two Banke based Community Researchers that will be joining regularly the EAN Nepalganj based office as to support the M&E and database related activities.
  • Track regularly the work progress of Community Researchers.
  • Track regularly the project log-frame to update the matter to the immediate supervisor and the M&E Coordinator.
  • Review and compile news and articles published in the local and national newspapers pertaining to or relating to the Sajhedari Bikash Project. 

3.    Administer field level activities: 

  • Participate in trainings and workshops as required.
  • Undertake field visits outside of Nepalganj as required.
  • Provide on-the-job support to Community Researchers in their activities if required 

 

4.    Broadcast monitoring: 

  • Coordinate with EAN FM Network Associate to maintain broadcast monitoring information and data.
  • Assist in providing feedback to partner FM stations to improve the quality of their radio programs. 

 

5.    Perform additional works and research activities as requested by the immediate supervisor.

Desired Qualification, Experience and Selection Criteria: 

  • Minimum 10+2 graduate preferably bachelor’s degree in Information Technology, Computer Science, Sociology, Anthropology, Humanities, Social Work, Development Studies, Rural Development and Media Studies with some exposure or experience in research work.
  • Basic computer training certificate either from formal college or from private computer institutes.
  • The writing skills of the candidate in Nepali and English languages shall have to be very good.
  • Willingness to work fulltime in Nepalganj.
  • Interested in IT, computer and research works.
  • Within the age group (18 to 29).
  • Preferably from native ethnic groups speaking Doteli Nepali, Aawadhi, Urdu, Rana Tharu, Daguara Tharu languages.

Terms of Reference: Finance and Admin Associate

 RESPONSIBILITIES

Working closely with the Finance Manager and Administration Manager,  Finance and Admin Associate will be responsible for supporting the management of organization finance and administrative issues by adhering to the mission, vision and goal of EAN. Equal Access Nepal human resource (personnel) policy will be the principal guiding document for all matters governing this Terms of Reference (unless otherwise stipulated).

Financial Areas 

  • Assist in maintaining office account in accordance with Equal Access Nepal systems.
  • Carry out monthly Bank reconciliation of existing bank accounts.
  • Maintaining audit/tax requirement as per the Nepalese government regulation.
  • Assist in processing monthly payroll of an organization.
  • Assist in producing periodical financial reports and maintaining the documentation of the same.
  • Arranging for and managing annual audit processes in compliance with Nepalese legal requirement. 

 

Administrative Area 

  • Maintaining an inventory of all assets, ensuring annual verification
  • Assist in documentation of staff records including contracts, attendance, leave, trainings;
  • Assists in procurement and its documentation;
  • Identify and coordinate with vendors and suppliers of office suppliers, stationery and other required materials.
  • Managing contract administration and office files
  • Other duties assigned by the EAN for the day- to- day office activities in the smooth running of Admin and Finance section.

Terms of Reference: ICT/Audio Associate

 

Overall Responsibility

Working in close coordination with IT Officer, the ICT /Audio Associate will provide specific inputs towards Equal Access audio facilities, and hence would be responsible for almost all of the audio related activities. The ICT /Audio Associate will be expected to complete specific deliverables during the period of the contract in addition to being responsive to ad hoc issues that may arise.

The specific duties and tasks include:

  1. Regular implementation of Equal Access recording studio and undertaking the associated responsibilities as the studio in-charge. This includes the audio recordings, content compilation and packaging of the audio programs produced by Equal Access
  2. Providing support to Equal Access staff on recording, editing and mixing of program that includes installation of editing software in computer
  3. Digitize and archive all content, broadcast and presentation material of Equal Access
  4. Applying creative ideas and tools for quality audio content production. This includes the research and application of new tools and techniques for the best possible content production and packaging.
  5. Maintenance of the audio studio and its equipments with timely reporting on the overall condition of the studio and its operation.
  6. Digitization of audio content produced by Equal Access and developing the audio library for archiving all the recordings and related audio content.
  7. Undertaking regular office system maintenance and software/hardware updates as required.
  8. Extending IT, audio video & media based  technical support and conducting trainings as and when applicable for the office staff as well as for other projects of DBI Equal Access
  9. Providing inputs, guidance and support in technical matters related to office procedures including technical equipment procurement.
  10. flexibility in working slots like weekends and extended office hours.

 

Qualification, skills and experience required

  • The ICT Audio Associate shall have the following qualifications and skills:
  • Completion of Intermediate (higher secondary) or 10+2 with technical subjects,  at least two years work experience assuring the skill in similar position.
  • Solid training in the area of IT & Audio Video and media application will be a great advantage,
  • Ability in good interpersonal communication skill. Nepali typing is preferred.
  • Ability to handle the given responsibilities independently, with minimum supervision.
  • Good Proficiency in computer skills.
  • Reporting and documentation skills.

 Terms of Reference: Community Reporter

 

DUTIES: Working in close coordination with Media Program Manager, Outreach Program Manager and Outreach Officer, the Community

 Reporter will be responsible to complete specific deliverables during the period of his/her contract. In addition to being responsive to ad hoc issues that may arise, these will include the following: 

  1. Coordinate with Media program manager, producers & outreach team in the production of national and local level radio program production.
  2. Collect voices from the community, visit listeners group in the community & provide required voices to the radio program 'Naya Nepal & SSMK' in accordance with episode plan.
  3. Attend the capacity building activities by Equal Access field office.
  4. Closely coordinate with partnering FM stations and program producer in project districts &   collect audios and other necessary content for Equal Access radio program Naya Nepal & SSMK.
  5.  Regularly monitor the program broadcast and other EA activities as per requirements. 
  6. Reporting field event to the Equal Access Nepal.
  7. Attend the Facilitative/Coordinated listeners group activities of NN & SSMK  program in different project districts
  8. Handling and taking care of field equipments.
  9. Collect and deliver field voices to Equal Access Nepal. 

Qualification, skills and experience required:

The Community reporter shall have the following qualifications and skills: 

  • Minimum SLC pass with enthusiasm to work for community empowerment through Media.
  • Member from the community based organization, listeners club, youth club, junior red-cross are preferred candidate.
